This case file covers the payments FC Barcelona made over many years to companies controlled by Josep Maria Enríquez Negreira, then a vice-president of Spain's refereeing committee, and the live Spanish criminal proceedings around them. The matter is narrowing but unresolved: what is established is financial and specific, while the purpose of the payments is alleged and unproven. It is kept entirely separate from Messi's personal tax case (§26.1 rule 1) and from the tournament-officiating record.

What is established

The financial core is established and narrow. Barcelona paid €8.39 million over 17 years to companies controlled by a serving refereeing official. According to the cited tax and prosecutor records, the club did not produce written contracts and said it could not locate the reports; the sources reviewed by this publication identify no onward payment to a referee. Prosecutors allege the payments sought favourable treatment. The tax authority said it could not prove that the payments influenced a result. The case is unresolved. As of 17 July 2026 the matter is in instrucción before the Juzgado de Instrucción nº 1 de Barcelona, with the investigation extended to 1 September 2026; the Guardia Civil put the total at €8,389,599.73 across 135 transfers, the tax authority treated the sums as a non-deductible "mera liberalidad," and Barcelona accepted the tax regularisation via actas de conformidad in July 2021. What the record establishes

What is alleged or disputed

What is alleged but unproven is the purpose. The prosecution's theories are kept deliberately distinct, because they are at very different stages: the bribery theory (cohecho) was struck on 23 May 2024, when the court held that Negreira's committee functions did not make him a public official — a ruling that also removed the prospect of a jury trial; the sports-corruption theory (corrupción deportiva) survives but cannot reach conduct before its December 2010 enactment, and as an offence of mere activity it does not require any actually altered result; money-laundering (blanqueo) was struck in the main case in May 2024 and revived only on a separate personal-accounts track; document-falsification and disloyal-administration theories remain alive, the latter framing Barcelona partly as a victim. On 31 May 2024 Joan Laporta and his 2003–2010 board were exculpated by prescription. In parallel, UEFA opened proceedings in March 2023 and its inspectors reportedly recommended a one-year European exclusion — a non-binding recommendation — before UEFA froze the admission procedure pending the Spanish outcome.

The investigating magistrate's phrase "systemic corruption" was expressly offered "por inferencia lógica" pending Guardia Civil confirmation — and the Guardia Civil did not confirm it. The only match-level analyses are journalistic or unadjudicated. A 2026 media report described an unnamed, non-peer-reviewed statistical analysis alleging an anomaly; it is not a judicial finding and has not been independently verified here. The court, prosecutor and federation materials reviewed by this publication do not identify Messi as charged in the Negreira matter or connect him personally to the payments. His separate personal tax case is unrelated. Mateu Lahoz provided witness information or testimony in the Negreira investigation.
