Phase 3's central result, reproduced verbatim because its negative form is the finding: "The popular narrative that FIFA and/or Gianni Infantino personally intervened to bring Messi back in 2016 is UNSUPPORTED by any contemporaneous source retrieved. No documented Infantino phone call, personal contact, or public statement about Messi's retirement exists in the 26 June–12 August 2016 window. The only documented in-person 'operation return' was carried out by Argentina's own head coach, Edgardo Bauza. The frequently-circulated Infantino 'it would be unfair for Messi to retire without winning a World Cup' quote is genuine but dates to October 2017, not 2016 — a common mis-dating. The thinness of the FIFA-involvement record IS the finding."
The sequence: Centenario final 26 June 2016, MetLife, 82,026, 0-0, Chile 4-2 on pens, Messi over the crossbar → mixed zone, not a press conference: "Se terminó para mí la selección… Son cuatro finales, no es para mí." No written statement that night; AFA issued no statement that night → Macri's public appeal (documented) + a single-sourced phone call (Infobae, "fuentes del entorno presidencial"; no Casa Rosada communiqué located) → statue, 28 June → #NoTeVayasLio → Bauza appointed 2 Aug, assumed 5 Aug → Bauza–Messi at FC Barcelona's Ciudad Deportiva, 10–11 August (Bauza: "No fui a convencerlo, fui a hablar de fútbol… fueron casi dos horas") → return communiqué 12 August ("prefiero hacerlo desde adentro y no criticando desde afuera") → comeback 1 September, free-kick winner v Uruguay in Mendoza. 67 days from announcement to comeback; 47 to the communiqué.
The four rumors are in §25. All four turn on §7.1's structural point: AFA had no elected president; authority ran FIFA/CONMEBOL → Normalising Committee → Bauza; Bauza is not a FIFA or CONMEBOL executive. CONMEBOL's own website covered the coach's trip (9 Aug 2016) — documenting the coach's trip, not a visit by any CONMEBOL executive. RUMOR-R2 is a conflation of exactly that.
Commercial-incentive analysis, carried at Phase 3's own classification (Analytical inference, and no further): documented incentives existed — the Centenario had just set attendance records (1,483,855 total; >100 million viewers on Univision and FOX per the 24 June 2016 CONCACAF/CONMEBOL/LOC release) and Messi's sponsor portfolio overlaps FIFA's (notably adidas). However: no documented 2016 FIFA/CONMEBOL revenue figure tied to Messi's return was retrieved, and there is no evidence FIFA or Infantino acted on any such incentive in 2016. Phase 3: "this report does NOT imply FIFA or Infantino 'orchestrated' the return."
Handoff constraints, all four honoured: Messi did not accuse CONMEBOL of corruption in 2016 (that was 2019 — §21); the house-visit claims are treated as unverified; Bauza represented Argentina's football structure; the living-persons rule is observed throughout.
