The licence dispute (ORIGIN-032, Locked, official findings): RFEF Comité de Competición 18 Oct 2005 (Messi may play as Spanish) → RFEF Junta Directiva 11 Nov 2005 (licence valid) → LFP Comisión Delegada 14 Nov 2005 (requested nullity, citing the absence of the LFP's preceptive visado) → CSD competence-conflict referral → CEDD ~Mar 2006: Barça NOT sanctioned; responsibility assigned to the RFEF as licence-issuer. Phase 1's independence audit rates this the only genuinely multi-source item in the phase: "RFEF, LFP, CSD and CEDD each issued distinct institutional acts — genuinely independent." Verbatim decision PDFs were never retrieved; the chronology is held via the contemporaneous iusport.es "el caso Messi" narrative (Latorre, Nov 2005 – Mar 2006).
