§17 — The Mateu Lahoz witness-information classification

CLASSIFICATION: PROVIDED WITNESS INFORMATION OR TESTIMONY / INFORMATION SOURCE. (Phase 4, confirmed by Phase 8.)
The basis: reporting reviewed by this publication says he provided witness information or testimony to the Guardia Civil in January 2024 and appears in the reviewed case records as a witness. The reviewed record does not identify him as accused, investigated or charged, or identify a Negreira-linked payment to him. His documented direct relationship with the Negreiras is thin — "apenas relación" with Javier Enríquez (occasional coffees), spoke to Negreira senior once (when informed of his First-Division promotion), and declined a 2013 dinner reportedly organised near a restaurant run by Negreira's partner.
What he actually said (NEG-014): Javier Enríquez "ha tenido una cartera de árbitros muy importante, seguramente captados como clientes individuales durante las concentraciones arbitrales"; that Javier passed non-public CTA information to Barcelona (the Pau Cebrián "neverazo"); and, contradicting CTA president Medina Cantalejo's claim that Negreira "no pintaba nada", that Negreira's influence was comparable to "un coronel o un general." He called Medina Cantalejo's minimisation "desacertado."
The constraint, honoured verbatim: "Ordinary professional overlap inside the Spanish refereeing system is not proof of wrongdoing" (Handoff p.3). Lahoz officiated in La Liga during Negreira's CTA years and retired in 2023 — that is the overlap, and it is all it is. Do not state that Lahoz participated in the Negreira arrangement. Resist any upgrade absent evidence of payments to him.
Phase 8 note on the separate Qatar question: Phase 6's TOURN-032 downgraded the claim that Lahoz was "sent home" from Qatar 2022 — no official FIFA source confirms disciplinary removal; it traces to Spanish radio (COPE/Tiempo de Juego), relayed by CBS Sports and WION. What is established is only that he received no further tournament appointment, and that FIFA reportedly assessed his performance favourably (Marca via Football España). These two matters — his Negreira witness status and his Qatar performance — are analytically unrelated and must not be presented as mutually reinforcing. The Handoff says so directly: "Do not claim Mateu Lahoz was corrupt merely because his performance was controversial."
